How to read this page

Every city gets the same numbers, from the same sources, in the same order. Cities are listed by distance from the base, closest first. Nothing here ranks them.

  • Counts are crimes reported to police in 2025, as each agency sent them to the FBI.
  • Rates are those counts for every 1,000 residents, so a big city and a small one can be compared.
  • California is on the map and in the table as a yardstick.

We do not call any city or street safe or unsafe. You get the facts and the official sources, and you decide.

The map

Each circle is one city. A bigger circle means more reported crimes for every 1,000 residents. The California circle shows the statewide rate at the same scale. Red diamonds are the two base sites. Pick a city for its numbers.

City figures: FBI Crime Data Explorer, monthly counts each police agency reported, added up for the year (FBI data refresh of September 15, 2026). Statewide figures: California Department of Justice, Crime in California 2025. Rates are our arithmetic: reported crimes divided by the population the FBI lists for each police agency, times 1,000. Property crime here is burglary, theft and vehicle theft. Checked October 6, 2026.

Offense by offense

Violent crime is homicide, rape, robbery and aggravated assault. Property crime is burglary, theft and vehicle theft. Arson is counted on its own.

Three good habits:

  1. Look at a year, not a week. One busy weekend can make any block look bad.
  2. Read the types. A cluster of shoplifting reports at a shopping center is not the same as burglaries on a residential street.
  3. Go see it. Visit at night and on a weekend. Talk to the people who live there.

Oxnard, up close

Oxnard is the largest city in the county, with about 200,296 people, and it wraps around the base on three sides. That is why its totals are the biggest numbers on this page.

Oxnard Police reported these 2025 figures in February 2026: violent crime down 6.2 percent from 2024 and property crime down 13.4 percent. Its own counts differ slightly from the FBI's because of timing and counting rules.

The department splits the city into four districts and 11 beats. Each beat has a coordinator, an officer you can call with questions about that area.

District Beat Neighborhoods it covers
1, North 11 Victoria Estates, River Ridge, Cabrillo, Windsor North, Fremont North, Carriage Square, Sierra Linda
1, North 12 Rio Lindo, East Village, the Auto Center area, Nyeland Acres
1, North 14 RiverPark, South Bank, Orchard, El Rio West
2, West 21 Oxnard Shores, Oxnard Dunes, Channel Islands, Hollywood Beach, Sea View, Via Marina
2, West 22 Fremont South, Wilson, Hobson West and East
2, West 23 Downtown, First to Eighth Street
2, West 24 Marina West, Bartolo North and South, Hill Street, Kamala and Durley Park
3, East 31 North of Fifth Street: La Colonia, Rose Park, West Village
3, East 32 South of Fifth Street: Cal-Gisler, Lemonwood, Diamond Bar
4, South 41 Redwood, Bryce Canyon, Blackstock, College Estates, College Park, Oxnard Pacific
4, South 42 Southwinds, Cypress, Pleasant Valley Village and Estates, Terrace Estates, Villa Capri, Tierra Vista, Mar Vista, Ormond

Oxnard does not publish crime counts by beat or by neighborhood. For that level of detail, use the Community Crime Map and filter by date and type. Our neighborhood guide covers homes, prices and commutes for the same areas.

Port Hueneme and the base

Port Hueneme has its own police department and about 21,174 residents. In a city that small, a handful of reports moves the rate, so compare more than one year.

The base itself is patrolled by Navy security forces. The Navy does not publish crime numbers for Naval Base Ventura County, so the installation is not in any figure on this page. Ask your sponsor or the housing office about life in base housing. The housing page has the numbers to call.

What these numbers cannot tell you

  • They are reports, not everything that happened. Many crimes are never reported.
  • A city is not a street. Totals hide big differences from one block to the next.
  • Visitors count, residents do not grow. Malls, beaches, harbors and freeways bring in people and reports. That lifts the rate for the city around them.
  • Small cities swing. In Ojai or Fillmore, ten more reports can look like a huge jump.
  • Agencies count differently. Some are slower to send data, and low numbers can mean less reporting, not less crime.
  • This year is not final. The January to July 2026 figures are preliminary and will change.

Why we do not label areas

Fair housing law bars agents from steering buyers toward or away from an area because of who lives there. Calling a place safe or unsafe is an opinion, and opinions like that have been used to steer people. So we follow the practice the National Association of REALTORS recommends: objective numbers, official sources, and the same treatment for every city and every client.
