Start with the Housing Service Center
The Navy's Housing Service Center is in Building 1169, Room 1300, at Port Hueneme. Call 805-982-4321, weekdays 7:30 am to 4 pm. They are government employees, not the landlord. Leasing offices: Port Hueneme 805-483-2383, Point Mugu 805-986-0928, Catalina Heights 805-419-4921. Most neighborhoods are pet friendly. Catalina Heights is the exception to ask about.
Schools by neighborhood: Port Hueneme housing feeds the Hueneme Elementary School District. Point Mugu housing feeds Ocean View. Catalina Heights feeds Pleasant Valley. All three go on to the Oxnard Union High School District. More on the schools page.
Get on the list even if you plan to buy. Waitlists are normal here. A spot on the list costs nothing and gives you a fallback.
Unaccompanied housing
Single sailors in the junior pay grades live in the barracks. Port Hueneme and Point Mugu together house about 1,000 people. The Point Mugu office is in Building 23 on 7th Street, 805-989-0406, and takes check ins around the clock.
Renting in town
A three bedroom rental runs about $3,300 to $4,100 a month across Port Hueneme, Oxnard, Camarillo and Ventura. An E-5 with dependents draws $3,537 in BAH for 2026. The math is tight, which is why so many families here look hard at buying.
California law gives military renters real protection.
- Deposits. A landlord can take no more than one month's rent as a security deposit from a service member, and must return it within 21 days of move out.
- Rent increases. State law caps increases on most apartments at 5% plus inflation, never more than 10% a year. Oxnard caps older apartment buildings at 4%. Single family homes and newer buildings are usually exempt.
- Orders. Federal law and California law both let you end a lease when you get PCS orders or deployment orders of 90 days or more. Give written notice with a copy of your orders. The lease ends 30 days after the next rent due date.
Buying instead
With a VA loan you can buy with zero down and no monthly mortgage insurance. See what your BAH covers on the BAH page, then browse homes for sale near the base.

Rent, base or buy? Run the numbers first.
On base housing takes your whole BAH. Rent takes most of it. A VA loan with zero down can turn the same money into equity. Adam will lay out all three side by side.
