Before your first visit

Bring your own agent on day one. The sales agent in the model home represents the builder. Most builders only honor your agent if that agent is with you, or registers you, on your first visit. Walk in alone and you may give that up.

No builder is selling a new community inside Port Hueneme right now. The town is built out. Buyers who want new near Knott Gate look at Oxnard and Camarillo, or at newer resale condos on the VA list.

The Wagon Wheel area off the 101 is where the new homes are. Supply is thin. A few small infill projects also show up in the live search.

Harvest at Limoneira is the largest new home community in the county. Lennar is the builder selling there now, in seven collections. Lennar lists an approximate tax rate of 1.82 percent and HOA dues of about $272 to $335. Some homes here are condos on paper even though they stand alone, and several Harvest projects are on the VA condo list. Match your collection to the list before you write an offer.

Prices, sizes and status are as each builder listed them on October 5, 2026. Builders change prices and incentives often, and they can sell out between updates. "Single family" in the last column means condo approval normally does not apply, but some detached homes are condos on paper, so ask. Call Adam for today's numbers.

Using a VA loan on a new build

  1. Zero down still applies. A VA loan works on new construction the same way it works on a resale.
  2. Compare the builder's lender. Builders often tie their best incentive to their own lender. Sometimes it wins. Sometimes a lower rate elsewhere beats it. Get both in writing.
  3. Know the funding fee. It is 2.15 percent the first time you use a VA loan with less than 5 percent down, and 3.3 percent after that. You can finance it. Veterans who receive VA disability pay do not pay it.
  4. Seller help has a cap. The VA limits seller concessions to 4 percent of the home's value. Normal closing cost credits sit outside that cap.
  5. HOA and special taxes count. Lenders add HOA dues, Mello-Roos and assessments to your payment when they qualify you. A 1.8 percent tax rate changes the number.
  6. Attached homes need VA approval. A new condo or townhome project has to be on the VA approved condo list before a VA loan can close there. Ask the builder for the VA condo ID.
  7. The VA appraises it. The builder needs a VA builder ID, and the home has to come with a builder warranty.
  8. Lock with the build in mind. If the home is months from done, ask what a long rate lock costs and when it starts.

What the price leaves out

The builder's "from" price is the smallest plan on the standard lot with standard finishes. Budget for the rest.

  • Lot premiums for corners, views and larger yards
  • Upgrades picked at the design center. Flooring and counters add up fast.
  • Solar. New California homes need it. Some builders sell it and some lease it. A lease is a monthly bill.
  • Mello-Roos and assessments. These are special taxes that pay for the roads, schools and parks in a new tract. They show up on the property tax bill for decades.
  • HOA dues, which usually rise as the community builds out
  • Backyard landscaping, window coverings and a refrigerator, which often are not included

Your warranty rights

California law gives new home buyers real protection.

  • Builders must give at least a one year written warranty on fit and finish, such as cabinets, flooring, paint and trim.
  • State law sets standards for the rest of the home, with time limits that run up to 10 years for major items.
  • Get your own inspection before the final walk through. It is not required. It is smart.

California also requires a written agreement with your own agent before you write an offer. Adam walks you through it.

Questions people ask

Are there new construction homes near Naval Base Ventura County?

Yes, but not next to the gate. Port Hueneme has none right now. The nearest are in Oxnard and Camarillo, with the most choice in east Ventura and at Harvest at Limoneira in Santa Paula.

Can I buy a new construction home with a VA loan?

Yes, with zero down. The builder needs a VA builder ID, and a new condo or townhome project must be VA approved.

Do I need my own agent to buy from a builder?

You are not required to have one. The builder's sales agent represents the builder, though, so most buyers want their own. Bring your agent on the first visit so the builder honors it.

What is Mello-Roos?

A special tax on homes in some newer California tracts that pays for roads, schools and parks. It is on your property tax bill and it counts when you qualify for a loan.
