Get Through the Gate Without the Runaround
Where the NBVC Pass and ID offices and visitor centers are, when they are open, and what guests, contractors and veterans need to bring.

Official Navy pages list more than one phone number for the Port Hueneme office. If 805-982-4706 does not pick up, call the base operator at 805-982-4711 and ask for Pass and ID.
Plan around the hours. Both offices close mid afternoon and neither is open on weekends. If family is flying in on a Saturday, get their pass sorted during the week.
What a visitor needs
- A REAL ID compliant driver's license or a passport. A license marked "Federal Limits Apply" will not work on its own.
- A sponsor. Someone with base access vouches for the visit. Sponsors should come along or call ahead to learn the current process.
- The access form. Non military applicants fill out SECNAV Form 5512/1 for the background check.
- Time. The check can clear in ten minutes or take a few hours. Some take two or three days.
- The car paperwork. Keep your license, registration and proof of insurance with you.
A cleared background check is good for one year. Short term passes run up to 28 days. Longer access goes on a DBIDS card, the Navy's base access credential.
Veterans, caregivers and the commissary
Since 2020, veterans with a service connected disability rating, Purple Heart recipients, former prisoners of war and VA designated primary family caregivers can use the commissary, Exchange and MWR facilities.
- Bring the right card Your Veteran Health Identification Card showing your status, or the VA letter plus a REAL ID.
- Enroll once Stop at the visitor center for identity proofing and a quick background check.
- Use your card at the gate After that first visit your VHIC scans at the gate like any other credential.
Military ID cards
New ID cards, renewals and dependent IDs are handled at the ID card office in Building 1169 at Port Hueneme, 805-982-5367, weekdays 7:30 am to 4 pm. Book through the RAPIDS appointment scheduler online. Walk in waits can be long in summer.
Contractors and deliveries
Commercial vehicles enter through the commercial lanes at each site, weekdays 0700 to 1430. Moving trucks and furniture deliveries to base housing follow the same rule, so schedule your delivery window with that in mind.

Where is the NBVC visitor center?
At Port Hueneme it is Building 1183 on Ventura Road next to Knott Gate. At Point Mugu it is at 116 Mugu Road. Both are open weekdays from 6:45 am to 2:45 pm.
Can a veteran get on Naval Base Ventura County?
Veterans with a VA disability rating, Purple Heart recipients, former prisoners of war and VA primary caregivers can, for the commissary, Exchange and MWR. Enroll once at the visitor center with your Veteran Health Identification Card.
Do I need a REAL ID to get on base?
If you do not have a military ID, yes, or bring a passport instead.
